Ms. Phipps pursued a career in Electrical Engineering graduating with honors from Prairie View A&M University in Texas. She subsequently went on to earn a Masters in Electrical Engineering from the University of Michigan where she was recognized as an IBM Fellow for her research in Micro-Electrical-Mechanical switches for high-frequency applications.

Her academic talents have served her well in her professional life having worked in a variety of technical and consulting roles for companies such as Hewlett-Packard, Andersen Consulting, and most recently, IBM.

Ms. Phipps has extensive experience is community building and team relations. Currently, Ms. Phipps shares her talents by supporting a variety of community-related projects, organizations and businesses. Ms. Phipps sits on the Board of Directors for Mind Mirror Productions - a small new media company based in New York. She also volunteers for Caribbean and Jamaican-focused organizations. She is a young woman who values community development, Jamaican heritage and culture, and strives to achieve success in all ventures.

Ms. Phipps joined the Doctors On Call team, and subsequently became a member of the Board of Directors in 2000. Ms. Phipps is the Board Treasurer. She also serves as the webmaster for the D.O.C. website, www.doc-online.org.
